В общем виде перевод думаю не требуется, мы обнаружили что с вашей сети идет раздача торрента, с таким-то содержанием, компания правообладатель крайне не довольна и требует вас заблокировать пользователя иначе вас ждет всякая кара небесная и т д, но как всегда всем по сути, в случае провайдера, пофиг.
Фактически у них претензии к IP-адресу, а не к серверу т.к. именно с него осуществляется раздача защищенных авторским правом материалов.
